Yes, I've had this in my xinitrc for as long as I"ve run a GUI on arch-linux since I run XFCE, Mate and now 
fluxbox 
instead of the more out of the box accessible gnome. In fairness mate is catching up to gnome and is 
proabably comparable 
to unity re accessibility once the gtk module you mention is exported and a couple of gesettings have been 
modified.

I have never tried it but this was needed in old gnome, it helps with
initial setup of xfce and possibly other enviromments where accessibility is
not yet fully integrated into.
In case of xfce I am starting it using slim with its autologin feature what
in turn uses ~./.xinitrc where I have a line like this

export GTK_MODULES=gail:atk-bridge
