I tried this in Fedora (using the COPR to get GNOME 3.12) for both
English and German and Orca presents the "cd..." part. I hear it and I
also see it in my debug.out, though the German phrase I get is slightly
different:

SPEECH OUTPUT: 'bash: cd..: Befehl nicht gefunden...'
