Hi Melissa,
Orca is simply a screen reading software. It doesn't actually do the
speech synthesis, it sends the text to be spoken to other software that
does the actual speaking.
There are a number of synthetic speech synthesis packages supported by
Orca, though the one you're likely hearing is Espeak which is normally the
default speech synthesiser due to its small size, liberal license andd
responsiveness.
Assuming it is indeed Espeak that you are hearing and therefore enquiring
about, you may find more joy at the Espeak website
