Which distribution you choose depends on a variety of considerations, for example its release policies, what it installs by default and how those tools are configured, the extent to which accessibility is supported by default, etc.

I think you'll find proponents on this list of almost every well-known distribution, in addition to some lesser known ones. Remember also that distributions come and go; only some will survive over the long term.
