It should be, Sonar is a distro  developed for mostly this purpose. 
accessibility that is.
They also use a magic trick in sonar gnome that makes the gnome-terminal 
totally accessible, (Orca will not skip the output when you type and 
press enter)
Though i don't know what kinda magic is that~
