[orca-list] orca is duplicating text when using arrows

This is with orca from master.
To reproduce try the following steps.
1. open firefox and go to 
http://stackoverflow.com/questions/11296361/how-to-create-id-with-auto-increment-on-oracle

2. After the page is loaded press ctrl+home.

3. Press h until orca reads "4 Answers ".

4. Press down arrow four times and observe that orca will read "up vote" 
three times before read 73.

5. Press up arrow two times and observe that orca will read "up vote" 
one time.

This doesn't happen with orca 3.12.
