[orca-list] observations on new config

I was trying the infamous bard page again and it works much better.  I
noticed one strange thing, and you can check this without logging in.  I
typed e and it said email address entry, hit orca-a to get into focus
mode, but I could not type without hitting tab.  I have not checked
other pages to see if this holds there.

But I am glad to say the looping and skipping are not there anymore
--yay!  Say all (or whatever you call the plus key) still lags behind so
that if you hit control key to stop, you are somewhat behind where the
last item spoken actually was.
