Yes, I did not use releases between 3.4 and 3.10, but as of 3 10 least there's been no displayed Orca window. 
Thanks so much for this. While I am sure someone liked seeing the window it was both potentially dangerous as 
it would be much easier for one to lose speech with it onscreen&while of course it was easy enough to remove 
I did find this an un-need/illogical step to have to go through each new installation.

If you mean the main orca window, it is no longer. It was removed upstream as of GNOME 3.10 I believe.
