This looks to be a GDM issue, for I am having the same issue in Debian. The only wormaround that I can think
of is to reboot the system.

login manager. I have a multi-user setup, and when I logout, speech crashes when the login screen appears.
My girlfriend confirmed that the screen reader option is turned on in gdm. If I login again without
rebooting, I hear Orca reading the rest of the screen reader off message. It then says screen reader on,
and I can use the system like normal. It almost sounds like speech-dispatcher is hanging until I log back
in. Does anyone know of a workaround?
