[orca-list] Orca key doesnt work well after suspent/resume

Hi all,

I found an problem with the orca modifier. I use the laptop layout on my 
dell notebook.
the capslock key is my orca modifier.
if i close the monitor gnome goes to standby or something. after open 
the monitor again the orca modifier toggles the capslock.
can someone reproduce this?

steps to reproduce:
1. start orca
2. use capslock as orca modifier
3. press orca + t  to hear the time
4. close the laptop (or maybe go to standby?)
5. open the laptop
6. press orca + t again

Result orca announces the time but the capslock is activated
