You could start with mentioning what version of Ubuntu you are running,
and how you installed it. Did you neable accessibility at install time?

Hello, I am using arch linux. I get the same behavior with both the mate
and xfce desktops.

Ok, since you are on Arch, I have no idea as to how lightdm has been configured. Its also worth noting that 
lightdm itself is the display/login manager, and requires a greeter to be used. The greeter is what the user 
interracts with when they log in, so chances are one or more of these desktops have installed a greeter, 
which hasn't been checked for deacent accessibility, and likely does not have any accessibility options 
present to enable screen reader/magnification/on-screen keyboard, etc.
