You will need to be running the Festival server in order to allow
speech-dispatcher to see it. You will need to run

festival --server

either from a terminal or from another place, e.g. a startup script. If
festival is started after speech-dispatcher, you may need to restart
speech-dispatcher and Orca before it will show up in the list of
synthesizers. Also, be sure you have uncommented the Festival module in
your speech-dispatcher configuration.
