Issues which were identified , fixed and Patches uploaded, under
Bug id - 709424 :
1. Get Orca speech in MP3 format
2. During sayall:: Presentation of table information(Identification of table as "Table ,No.of Rows and No.of Columns,Row index,Column index,...End of table) and Link Identification (For Browser and Writer)
Fixed a bug 673505, which is reported in bugzilla by another orca user -
: Orca speaking twice with bulleted links
2. Press l keystroke.
3. Press down arrow and navigate the listed links.
We can hear two times the links related informations , it will also happen for "i" keystroke(ie. navigation through the list items)
Shall i upload a patch for the above the bug(673505) ?

Generally the first few times you submit a fix for bug in any free software project, you have to upload a patch or send it to the core developers.
Then as you earn your reputation, you get direct commit rights.
So you have done the correct thing right now.
By the way can you tell a bit more about the problem you have attempted to fix?
