You need to get brltty working without orca first, then see if orca
works.  Make sure you areup to date on Brltty maybe 4.5 sonething.  You
might need to compile from source if your distro is not up to date.

Ubuntu include Orca and brltty, but maybe I misunderstand your question on
how to run it in the distro?
