Does it only talk if you do not log into Gnome?  I used these same commands
or a similar set with Ubuntu 12.04 some time back and only got it to talk if
I hadn't logged into Gnome.  The moment I did, it stopped talking until I
rebooted the machine.

  you might want to check out Sonar here is a link. The latest 
version of Sonar is using ubuntu 13.10 and it is running orca 3.10
