I am running this from a new sonar linux install and I have to disagree
with you... The talking console does indeed work.
# echo speakup_soft >> /etc/modules
# modprobe speakup_soft (or reboot)
# apt-get install espeakup

you might want to check out Sonar here is a link. The latest version of
Sonar is using ubuntu 13.10 and it is running orca 3.10 here is the link
