Hello,
I think this is happening for a longer time. I don't know when it
started but I think this also happens with gnome 3.8.

A litle issue was that orca+space could only start orca's preferences if
a window is open or has focus.
Try following:
Make sure that orca comes up automaticaly after login to gnome
Login to gnome, wait until orca says screenreader on and then press
orca+space
