Hello,
Most gnome apps have moved the menu to the top pannel. The F10 key works
fine on my gnome 3.10 install though so I am also speculating what might
be happening with your installation.
I only have issues with reporting characters as I arrow over them if I
restart orca while the terminal window is in focus. Alt+tabbing away and
then returning back restores the reporting of characters as I arrow over
them. Is this similar to what you are seeing?

2. In GNOME Terminal, Orca 3.10 version if I press an up arrow key and
try scrolling left and right arrow the typed previous command, Orca not
echoing the typed character.
I not looked yet this issue with Orca master branch, but I will be
looking this issue and if this is an Orca problem, I reporting this issue.
