I'm not sure how to fix it but, I think I know what the problem is.
Synaptic Package Manager is run as root.  You need to have your system set
up so that root applications speak.  Used to be, there'd be a string you
added to a sudoers file that included corba but since we use DBus now, I
don't know how to tweak things.  The other thing you have to do is to go
into alacarte and tell it to treat Synaptic as a terminal application.
This, of course, assumes you use a classic menu type system.  All in all,
it's a pain in the neck.  My advice to you would be to learn how to use
aptitude.  It's a console-based application you can access with Speakup or,
even Orca inside a terminal and works great for package management.  It's
got a bit of a learning curve but, I find it quite nice.

At least in the latest sonar based on ubuntu 13.04 synaptic package manager
does not talk with orca. I'm not sure if it is broken or not.
