If the above still doesn't work, go into a text console, i.e. by
pressing alt-control-f1. Then be sure Orca is not running

pkill -9 orca

then remove Orca's configuration directory

rm -R ~/.local/share/orca

Or you could simply move the directory to rename it so that Orca can't
find it the next time it starts, effectively giving you a backup of your
old settings.

mv ~/.local/share/orca ~/.local/share/orca.old

Either way, the next time you start your desktop environment or Orca,
you will once again have speech, and all Orca's default settings will be
reconfigured automatically. It will even open the preferences window for
you to configure anything you want, just as it probably did the first
time it started on your user account.
