Debian and Ubuntu are related, but separate, distributions. As I said, the
problem for Debian is a procedural one: the maintainer of the dotconf package
needs to look at the bug report and the patches, make whatever further
improvements are desirable and upload the updated package.

Ubuntu have their own procedures and it's possible that they have updated the
dotconf library and updated Speech-Dispatcher to 0.8 already.

I'm not aware of any other major issues affecting Orca packaging.
