No. I've suggested that however:

There is a GSettings key ScreenReaderEnabled, but that does not mean the
screen reader is running; it means the screen reader service is set to
launch at the session.

However, even if there were such a setting for Orca, that would not tell
you if some other AT or automated testing tool is running. However, my
understanding is that accessible events are no longer emitted if an AT
is not listening. Where that gets handled is something Mike Gorse or
Alejandro PiƱeiro could probably answer. And they are both subscribed to
this list.
