First you must be using xfce 4.10
Then you will have to install these packages
sudo apt-get install gnome-orca libgail-common nautilus

Now you will have to check the accessibility box in the settings manager.

After this you will have to open this file in your favorite text editor

~/.bashrc

Go the the end of the file and enter this

GTK_MODULES=gail:atk-bridge

Save this file now.

Now restart and log back in and you will have a pretty accessible xfce desktop.

The only other thing that is a problem is the panel but that isn't a show stopper.
