Lxde: only firefox and thunderbird are inaccessible.  Lxde panel is not accessible but some important widgets are. Its no problem to configure accessible menu in lxde.
Conclusion: lxde would be very best for small machines like netbooks - where we don't want full accessibility, but only do simplest tasks.

Ok, I'll do my best to be brief.  I've done some testing and research
in this area over the last few months.  Here we go:

Gnome:  Most accessible; do just about anything
Unity:  2d port now discontinued highly accessible and uses qt.  3d
port which is the branch in active development largely inaccessible.
KDE:  Menus, non text entry apps pretty accessible, text entry fields
not accessible, text editing apps not accessible save for menus and
dialog boxes.
XFCE:  Jonathan Nideau reports promising results with most of it save
for gecko apps like firefox and thunderbird
LXDE:  Knopix Adrienne uses this desktop and reports claim it is
pretty accessible in this environment.  Efforts by members of this
list to reproduce this level of accessibility in LXDE in other
distributions have not yet met with success.
Fluxbox:  I recall seing postings by Trevor Saunders stating that this
was the desktop he used to access x apps but I don't remember how
accessible he said it was.  I tried using it and hit a brick wall.

Nothing else is accessible so far as i've been able to tell.  This
even includes CDE which I think one would encounter in a work
environment if the company has Unix.  So, there you are.  I hope this
helps somewhat.
