Since they both offer Gnome 3.x, they should be equivalent so far as Orca is
concerned. They both offer BRLTTY, Speakup, etc. as well.

Ubuntu gives you the option of running Unity rather than Gnome; both Fedora
and Ubuntu can supply KDE or XFCE.

Bear in mind that the software provided by most distributions is in large part
the same, and you should choose a distribution based on your individual needs
and preferences. That is, select the one which is easiest to customize to meet
your requirements.

Installation only needs to be done once, so it shouldn't be a major factor in
deciding upon a distribution.
