Yes, it's going to be quite buggy. It is maintained as well as can possibly be expected, considering it's based on old code that doesn't seem to exist in source form anymore, and the code was buggy before it seems to have disappeared. There are several free as in freedom options for your consideration, including eSpeak, Pico, and even flite and Festival, as long as you use something other than that terrible default kal/ked voice they ship with by default. Eloquence, Voxin, TTSynth, IBM ViaVoice, IBMTTS and all the other names it goes by are badly broken on today's hardware and software, and shouldn't be trusted as your primary speech synthesizer for everyday use.
