I don't understand that question. When you press Alt+F1 (or Activities
button at the top panel), you move to the overview panel (so Orca expose
"overview panel"). That place is just a big container, and it is
accessible. The only difference is that you don't get focused to any of
their children, so you need to use Ctrl+Alt+Tab to select one of them
(Dash, Top panel, etc). The only not accessible child at this moment is
the thumbnail view (that AFAIU, it is not really used).

So, could you elaborate your question? What do you miss from the
accessibility support of the overview panel?
