I don't know, but you could check that there is an Orca package:
yum info orca
then you could install Orca and Gnome and run orca -t to configure it as
usual.

If it doesn't work satisfactorily, lodge a support request with Red Hat. If
they know that customers care about accessibility, they may devote more
resources to ensuring that their distributions meet access requirements.

Remember also that you could run Fedora, if necessary, at least on your own
workstation. There are users who comfortably run Orca under Fedora.
