This is incorrect. PulseAudio's default configuratino is to run in a user's login session. Either you 
upgraded from an earlier version fo ubuntu with PulseAudio configured to run in system mode, or you have made 
the change in your current install and didn't realise it till now.

To change how pulseaudio is run, edit /etc/default/pulseaudio.
