Yes. Terminal worked just fine. I shut down, booted into Unity 2d,
shut down again and booted into Gnome-classic and it's working as
expected in panels again. Weird.

Are you sure you are running a classic GNOME session? I'd double check that you are in the session you want
to be in first. Try loading a terminal, and see if Orca speaks as well, if so, then for some reason, at-spi
was not loaded early enough for the panels to be accessible.
