I did this, but I have no way of knowing if the setup screen comes up 
visually.
No sound anyway.

I would try alt-f1 first then hit enter and see if you get a login prompt.
If you do, try logging in then run orca-t and hit enter and see if orca
setup dialog comes up.  If so, answer the questions and see what happens

tried alt + F2 and typed in Orca, and still no speech.
