I thought perhaps we could remove the locking keys checkbox from the key
echo settings and have it as a separate setting "Announce the state of
locking keys as they are toggled" or something.
But I'm not sure anyone would not want it checked so perhaps just remove it
altogether...
I agree that if "Only speak on screen text" is checked then we shouldn't
announce it regardless of any setting.
