Interesting, in Ubuntu 11.04 where I'm running Firefox 8 and Orca
3.1.9-xdesktop, I don't have any problems with the downloads window.

In Ubuntu 11.10, where I'm running Firefox 8 and Orca 3.2.1, I don't
hear anything in the downloads window when I start a download, but I do
hear the percent complete ticking off. After the download is complete,
if I close the window and then reopen it with Tools -> Downloads, it
seems to be just fine.

So yes, I'm seeing the same problem you are.
