Hi Jonathan,
the problem is that the bottom panel is not keyboard navigable right
now. So for that reason it was not added to the Ctrl+Alt+Tabe switcher.
There is a bug about that already created:

Hello list,
i have linuxmint 13 installed and have a question about getting to the
bottom panel. I'm in Gnome 3 using classic Gnome. I can't get to the
bottom panel by pressing alt control and tab. Does anyone know where I
should go to set these key bindings to get to the bottom panel? Any
help would be appreciated. Thanks in advance.
