In gnome 3, the auto-start for orca is not in orca, itself, but, in the
accessibility settings for the gnome desktop. Go to the gnome control
center app (system settings in Unity, I think), and have a look at the
Universal Access tab. I think you will find 'screen reader' as one of
the options. If it is checked, Orca will start on login; that is the
plan.
