[orca-list] Pronunciation rules not working initially

Hi list,

I've been away from the gnome scene for a while so apologies if I'm
going over known issues...

I just pulled Orca from git master and noticed that Orca is not
substituting words I have alternate pronunciations defined for until I
make it reload its settings.

Just to clarify; the first time Orca is started (or restarted)
pronunciation rules don't work, then if I bring up the preferences GUI
and click on either okay or apply, the alternate pronunciations kick in.

Is this a known issue and/or can anyone confirm?
