This is a known bug that started back with the last settings migration
awhen they started using yaml.  For that reason, I have stopped using
gdm until they fix this situation.  I was thinking of trying it with
the JSON implementation to see if anything improved but it sounds like
your experience is telling otherwise.

Sorry, I can't remember if it was officially filed or if so, what the
bug number is.
