Forgot about flite. Yes, it is included in Vinux, although 
speech-dispatcher doesn't support using the cool newer voices that come 
in the package.

sudo apt-get install flite

should bring in everything you need, and then you can just select flite 
as your speech synthesizer on Orca's speech tab. Be warned, though, that 
eSpeak sounds much better than the default Flite voice, which is the 
only one Orca and speech-dispatcher will allow you to select.
