Yes. Java applications are reasonably accessible on Linux with Orca.
You need to get and compile the java-atk-wrapper package from
ftp.gnome.org. That will provide you access to Java applications using
swing. If you use Eclipse with the swt graphics toolkit you can
actually build accessible apps in Java without having the
java-atk-wrapper since swt is a wrapper for the native toolkits like
GTK+.
