Have a look at this directory:
ftp://ftp.gnome.org/pub/gnome/sources/orca/3.2
and you'll see there all of the 3.2.x release versions.
That's where any new 3.2 release should appear, when made.

There's also a 3.3 directory for pre-release versions.
