Try powertop, but, yeah, nothing to do with Orca, unless that issue is
still around where pyatspi regularly wakes up and so consumes a lot of
power (this was happening to me with pyatspi-CORBA at one point).

well, its completely off topic, but you might want to look at
cpu-freq-utils, acpi, and shotting down services you don't need.
