[orca-list] Enabling braille by default?

Hello,

Is there any reason for not enabling braille by default?  I.e. applying
the attached patch?  At worse the BrlAPI connection will just fail, but
that will not tamper the rest of Orca, while providing useful feedback
by default to somebody who has a braille device and broken or no audio.
