In the past, Orca had an http server to serve on this purpose. You
can check httpserver.py in the Orca's sources. It shouldn't be so
difficult to activate it...

Speech-dispatcher is a good choice, I just want to add an extra option
for developers. Also, using the screen reader uses the settings
already in place by the end user, no editing files to change
speech-dispatcher settings.
