If you know there is a mouseover, there is already support for
interacting with mouseovers in Orca. The problem, however, is that Gecko
doesn't expose the presence of these things to us. So we have no way of
presenting their presence to you. Sorry!

If you are interested, here is the mozilla bug which is preventing us
from doing what you'd like us to do. Might be worth commenting on:
