You raise a very important point. Thank you. Yes, that will also need to
be part of the new "rule".

To summarize, the rules for accepting a new keybinding are now:

Option 1: The proposed keybinding "makes sense".

* It is discoverable and memorable, in and of itself (i.e. imagining   
  that no other screen reader has such a feature)

* It is physically easy to execute in both of Orca's keyboard layouts 
  (i.e. Desktop and Laptop).

* It does not alter the current behavior/keybindings in Orca. (see 
  Option 2 for cases where it does.

Option 2: The proposed keybinding (along with any necessary associated
changes to Orca) is overwhelmingly supported by the community.

Other things which should be part of the new "rule"?
