Speech Dispatcher is being forked. Questions were recently posed to
Brailcom regarding the inclusion of recent patches and stuff but seem
disinterested in further support for speech dispatcher. So it is now
being forked to a new project called OpenTTS and I think the site is
being built right now at
http://www.opentts.org.
Tar balls aren't available just yet but a git is available for the
moment but we wanna stream line the various module and component names
to something reflecting the OpenTTS or otts naming scheme instead of
speechd.

The project is alive and well under a new name.
