I think the latest implementations of gdm and or gconf have changed a
lot of things and I doubt you will find a gdm.conf or anything
similar. I posted an entry for ArchLinux on the Orca's wiki under
Accessible Logins. I know you're using gentoo but maybe part of the
ArchLinux suggestions will work for you. I'm thinking particularly of
altering the gdm user account and tweaking a couple gconf2 variables.
My write-up covers all that. What ultimately needs to happen is gdm
user will have Orca configured to start up automatically when
activated. Orca will inherit any speech defaults from a .orca
directory in the gdm user's home directory. Once authentication is
completed and accessible, Orca will exit and then restart under the
permanent user onto which you are logging in.
Try my ideas out and see if they work for you.

gdm.conf, but i do not have a gdm.conf or gdm.conf-custom file. If
