wuh? I don't get what this has to do with skype?
also what is openttsd, and more so how do I be sure it's not running and
stop it if it is. Remember, I'm a newby who's only used linux extensively
now for about 3 days, if that.

Lets try something slightly different. Without the user openttsd running
open up a python interpreter and run.
import opentts
n = SSIPClient("foo")
s.speak("test")
if that works, our api should be working normally.
