Fortunately, Voxin is very inexpensive - Only $4 or $5 as I recall.  The
voice is very nice compared to the default in Orca and the price is well
worth it.

AFAIK, VOXIN is not included by default with Ubuntu. The reason is
that you need to buy a license to use it.

At least this is what I understand reading the official Voxin webpage
[1], at the section "Get Voxin" [2]
