[orca-list] accessible login panel strangeness

Hi.  I am using both speech and Braille and when the accessible login
panel comes up the Braille says  panel and the speech says login window
frame.  The up and down arrow keys don't do anything, but I can see the
list of users with the flag review or click on other, so its not bad,
but I wonder if this is what is supposed to happen?  I am using gdm
2.28.2 with the patch for properly detecting the console installed.

Any ideas on this would be appreciated.
